Minutes of pre-bid meeting:

Clarifications and responses:
1. It was requested to mention the details on the GSM to be used for the quality of flex for the display boards.
The IEC team clarified that 300 GSM which is the commonly used GSM should be used for this procurement also.
2. It was requested to clarify whether the display boards should be produced and supplied or should also be fixed in the respective places.
The representatives of the firms were informed that it should be fixed in the respective places as mentioned in the Terms of Reference (TOR) (Page No 75, 78, 79 of the bid document).
3. It was requested to clarify whether the display boards should be placed in the public places or inside the premises of the panchayat offices.
The representatives of the firms were informed that it should be placed inside the premises of the panchayat offices and health facilities as mentioned in the TOR in Page 76 of the bid document and also it was ensured that necessary communications will be sent by the project to all the panchayat union offices and health facilities about the supply and its delivery schedule upon receipt of the same from the supplier.
4 & 5. It was requested to clarify whether the display boards should be the display completion certificate for the display boards should be received from the DPMU coordinators for the boards which will be kept in the panchayat union offices.
The representatives of the firms were informed that the display completion certificate may be received either from the panchayat union offices or from the DPMU coordinators after completion of work.
6. It was requested to clarify whether there is any performance security to the purchaser and if so, the percentage.
The representatives of the firms were informed that the same will be clarified through the minutes and now the same is clarified as “there is a performance security to the purchaser and the percentage is 5% of the contract value, which will be valid upto 60 days”.
7. It was requested to clarify the details of ITB 20.3(Page 21) in the bid document.
The representatives of the firms were clarified that the point is not applicable for the package as this package do not fall in “fixed price contract “category.
8. It was requested to permit the bidders/ suppliers to have the production done in 5 to 6 zonal places as the volume of production of the display boards will be very high and will be impossible to store in a single place , which will not be economical too.
The IEC team agreed to split the production areas to 5 to 6 places for all the technical and administrative reasons mentioned and the locations for such production and the storage should be clearly spell out in the bid document to be submitted.
9. It was requested to clarify whether the photographs after completion of works to be provided in soft copies and hard copies.
The representatives of the firms were clarified that photographs after completion of works may be provided in soft copies only.
10. Amendment to Para No.10 in Page No 76 of the Terms of Reference (TOR) in the Bid Document
The point No.10 in Page No 76 of the Terms of Reference in the Bid document may be amended as ‘’The agency should produce photographic proof of the bus boards for the successful erection of the display boards with original bills and display acknowledgement from the transport authorities for the boards behind the buses’’
