As per the reference first citied, the World Bank had approved the procurement plan for 4 IEC packages (CS22/IEC2, CS23/IEC3, CS24/IEC4 and CS25/IEC5) under consultancy services. 
 
As per reference 2nd cited, Expression of Interests (EOI) were called on 25.02.10, and as per reference 3rd cited, a Request for Proposal (RFP) was issued to all the shortlisted firms on 26.05.2011. Technical Evaluation was held on 27.08.11 and the minutes of the Technical Evaluation Committee along with technical evaluation data and strength and weakness of the firms for all the packages were sent to World Bank requesting clearance for opening the financial proposal of CS23/IEC3 and cancellation of tender process for the other 3 packages vide reference 5th cited. 
 
In the reference 6th cited, the World Bank has recommended that a fresh EOI be widely advertised for all four IEC packages and the necessary procurement processes be completed with alacrity.
 
Hence, it is hereby ordered that the above tender process involved in hiring the services of the consultants for the proposed 4 IEC packages as mentioned below  is cancelled,
 
  1. CS – 22 / IEC2 :  Designing, Execution and Deployment of IEC Print media materials on programmes of TNHSP. ( CVD, Cervical Cancer, Tribal Health and Cemonc )
  2. CS – 23 / IEC3: Designing, Execution  and Deployment of IEC Display materials/Outdoor materials on programmes of TNHSP.( CVD, Cervical Cancer, Tribal Health and Cemonc) 
  3. CS – 24 / IEC4:  Designing, Production and Broadcasting of Radio and TV Commercials on  programmes of TNHSP.
  4. CS – 25 / IEC5: Designing and staging of street plays and  design and  deployment of innovative IEC strategies on various programmes of  Tamil Nadu Health Systems Project
